According to the Ministry of Human Resources and Social Security, China's urban registered unemployment rate climbed to 4.2 percent in December 2008, its highest level in 5 years, with an estimated 20 million migrant workers reported to have lost their jobs due to the shutdown of factories which produce goods for export.
