(NSI News Source Info) MOSCOW, Russia - November 27, 2010: Russia hopes that NATO will resolve the problems in financing a deal on the delivery of Mi-17 multipurpose helicopters to Afghanistan, Foreign Minister Sergei Lavrov said on Thursday.
"As to the purchase and delivery of helicopters [for Afghanistan], the NATO secretary general made a proposal to us when he was in Moscow in December last year, and we said we were ready to consider it in the context of a joint trust fund, which would ensure shared financing of these deliveries," Lavrov said after a meeting with his Afghan counterpart, Zalmay Rassoul, in Moscow.
"However, some problems have come up on the NATO side, and several options are being considered at present which may help, I hope, to reach an agreement to strengthen the Afghan army with additional Russian helicopters," the minister said.

(NSI News Source Info) - November 27, 2010: South Korea's new defense minister has called for tougher action against North Korean attacks, local media reported, as tension mounted after an artillery exchange and with China and the United States getting drawn into the row.
A Seoul newspaper also reported the government plans to sharply increase defense spending next year.
"We need to deal with North Korea's provocations strongly," Defense Minister Kim Kwan-jin was quoted as telling presidential aides by the Chosun Ilbo newspaper. "We need to hit back multiple times as hard."
The Korea Economic Daily said the government had proposed a 5.8 percent increase in the 2011 defense budget to about $27 billion to buy more self-propelled artillery and fighter-bombers, far more than the 3.6 percent rise this year.
It said parliament could approve an even higher amount, given this week's shelling by North Korean forces of a Southern island near the disputed maritime boundary.
Lawmakers have blasted President Lee Myung-bak's government for not responding strongly enough. At least four people were killed on the island of Yeonpyeong in the biggest bombardment since the end of the 1950-53 Korean War. The defense minister resigned, taking responsibility, and Kim, a career soldier, was appointed in his place.

His comments came shortly after the U.S. Foreign Policy magazine said Mi-17 troop transport helicopters deliveries were behind schedule.
An article entitled How Not to Buy a Russian Helicopter, published on November 12, said "only eight of the 22 ordered helicopters for Iraq have been delivered so far, well behind schedule and above budget."
The Russian source did not say how many helicopters had been delivered so far.

"Poland has decided to accept the U.S. proposal of hosting rotations of F-16 and Hercules aircraft and their crews" on its territory, Polish Defense Minister Bogdan Kilch told his country's TOK FM commercial radio station. "I hope this will begin in 2013."
The minister said the U.S. combat aircraft would be joining Polish air forces in joint drills. They will be returning to the United States following the maneuvers but there are expected to be additional bilateral exercises.

(NSI News Source Info) TORONTO, Canada - November 21, 2010: The British defence secretary is set to kick off a series of high-profile military exchanges with India beginning next week even as the defence ministry heads towards a “downselect” of combat aircraft for a $12-billion order.
Sweden’s defence minister is expected in December, to prop up Swedish firm SAAB’s bid with its Gripen fighter aircraft. French President Nicholas Sarkozy and Russian President Dimitry Medvedev are also slated to visit India in the same month.
A downselect from the six aircraft in the fray is likely only around February. The competing aircraft are the F/A-18 Super Hornet and the F-16 Super Viper (Boeing and Lockheed Martin, both of the US), the Russian MiG-35, the Dassault Aviation’s Rafale (France), Sweden’s Gripen, and European Consortium EADS’ Eurofighter Typhoon that is being promoted in India by Germany and the UK.

(NSI News Source Info) TORONTO, Canada - November 20, 2010: Russia agreed to cooperate with NATO on a missile-defense system, expanding cooperation between the former Cold War adversaries as President Barack Obama pushes the U.S. Senate to ratify a nuclear-arms reduction treaty.
“Today we have not only buried ghosts of the past that have haunted us for too long,” said NATO Secretary General Anders Fogh Rasmussen after alliance leaders met today with Russia
n President Dmitry Medvedev at the end of a two-day summit in Lisbon. “We have made a fresh start.”
NATO is trying to turn the anti-missile system -- initially opposed by the Kremlin -- into a fulcrum for cooperation with Russia as part of the U.S.-driven “reset” of East-West relations. Russia and the 28-nation North Atlantic Treaty Organization will create a “working group” on missile defense, according to an official Russian fact sheet.

(NSI News Source Info) - November 21, 2010: Helsinki - Global sales of combat aircraft were up in 2005-09 compared with the previous half-decade, according to a Nov. 12 report by the Stockholm-based independent peace and security think tank SIPRI.
According to SIPRI's survey of signed contracts, the United States sold 341 fighter aircraft in 2005-2009, up from 286 in the previous five years. Russia's combat-aircraft sales dropped from 331 to 219 and French sales rose from 58 to 75 in the same period.
