(NSI News Source Info) TORONTO, Canada / SEATTLE, November 18, 2011: Boeing's (NYSE: BA) history-making week has resulted in orders and commitments for 359 airplanes.

"This has been an outstanding week for our customers and our employees," said Jim Albaugh, president and CEO, Boeing Commercial Airplanes. "We're pleased that in planning for their future, our customers have chosen Boeing airplanes."

Boeing has now set a record for 777 orders in a single year with 192 to date. That surpasses the previous record of 154 set in 2005. The company also announced two record-setting deals with Emirates and Lion Air, as well as other deals during and after the Dubai Airshow:

- Emirates Airline ordered 50 777-300ERs, with options for 20 more.
- Oman Air ordered six 787-8s.
- Qatar Airways ordered two 777 Freighters.
- Lion Air committed to buy 201 737 MAXs and 29 Next Generation 737-900ERs. The agreement also includes purchase rights for an additional 150 airplanes.
- Aviation Capital Group (ACG) committed to buy 35 737 MAX airplanes and finalized a firm order for 20 Next-Generation 737-800s.
- Singapore Airlines finalized order for eight 777-300ERs.
- Unidentified customer ordered eight 777s.

"We continue to see worldwide expansion in air traffic, and as a result, strong customer demand for our products and services," added Albaugh. "Our product strategy is playing out as we expected with our wide-body offerings being the airplanes of choice and the 737 MAX enjoying tremendous customer acceptance."

Demand for Boeing's airplanes is also fueling and sustaining American jobs. Since the start of this year, Boeing has added more than 11,000 jobs in its commercial airplanes division. As production rates increase across all airplane programs, the company will continue to hire a highly skilled workforce that is critical for the future of aviation.

(NSI News Source Info) TORONTO, Canada / BALI, Indonesia - November 19, 2011: Boeing (NYSE: BA) and Jakarta-based Lion Air today announced a commitment for the airline to order 201 737 MAXs and 29 Next-Generation 737-900 ERs (extended range). The agreement also includes purchase rights for an additional 150 airplanes.

"The 737 MAX will be the future of Lion Air," said Rusdi Kirana, Lion Air Founder and President Director. "The highly efficient, technologically advanced airplane will help Lion Air continue to bring low fares and allow us to open new destinations because of the longer range of the airplane."

With 230 airplanes at a list price of $21.7 billion, this deal when finalized will be the largest commercial airplane order ever in Boeing's history by both dollar volume and total number of airplanes. Boeing and Lion Air are working to finalize details of the agreement, at which time it will be a firm order posted on the Boeing Orders and Deliveries website. Lion Air will also acquire purchase rights for an additional 150 airplanes valued at more than $14 billion if exercised at list prices.

U.S. President Barack Obama witnessed the announcement at a ceremony today at the East Asia Summit in Bali, Indonesia.

"We're proud that Lion Air picked the 737 once again, building on our successful partnership," said Boeing Commercial Airplanes President and CEO Jim Albaugh. "Lion Air was a leader when it was the launch customer for the 737-900ER in 2005 and today it continues to be a leader as the first airline in Asia to commit to the 737 MAX."

The 737 MAX is a new engine variant of the world's best selling airplane and builds on the strengths of today's Next-Generation 737. The 737 MAX incorporates the latest-technology CFM International LEAP 1-B engines to deliver the highest efficiency, reliability and appeal.

Airlines operating the 737 MAX will see a 10-12 percent fuel burn improvement over today's most fuel efficient single-aisle airplanes and a 7 percent operating cost advantage over tomorrow's competition.

"Our customers tell us they want more efficient airplanes," said Ray Conner, senior vice president of Sales and Customer Support, Boeing Commercial Airplanes. "The 737 MAX will deliver fuel savings better than any competing single-aisle airplane on the market."

To date, the 737 MAX has commitments for more than 700 airplanes, while the Next-Generation 737 family has won orders for more than 6,000 airplanes and Boeing has delivered more than 3,800.

Lion Air, Indonesia's largest private airline, currently operates or has on order a total of 178 Next-Generation 737s.

(NSI News Source Info) TORONTO, Canada - November 19, 2011: The United States plans to supply 24 refurbished F-16C/D fighter aircraft to Indonesia, the presidents of the two countries announced in Bali on Friday on the fringes of an Asia-Pacific summit.

It was the second militarily significant announcement of President Barack Obama's ongoing nine-day Asia-Pacific trip.

The upgraded Lockheed Martin Corp (LMT.N) F-16s will give Indonesia a "much-needed" capability to protect its sovereign airspace, the White House said in a "fact sheet" that emphasized the relatively low price tag, put at $750 million by the Pentagon.

Under a separate tightening of ties with Australia, U.S. Marines will start rotating through northern Australia next year, eventually growing to a 2,500-strong task force, the two governments said during a visit by Obama before he flew to neighboring Indonesia for the summit with leaders of the Association of Southeast Asian Nations.

The Pentagon's Defense Security Cooperation Agency said Jakarta was seeking more capable F-16s able to carry out operations "in the outermost border regions of Indonesia."

The air force's existing fleet of 10 F-16 A/Bs cannot do this, the agency said in a mandatory notice of the tentative deal to the U.S. Congress. It put the estimated cost at $750 million. The aircraft are from excess U.S. inventory.

"The proposed sale will contribute to the foreign policy and national security of the United States by improving the security of a strategic partner that has been, and continues to be, an important force for economic progress in Southeast Asia," the notice to lawmakers said.

The White House said the plan was to start deliveries by July 2014, as requested by Jakarta. The deal would help boost Indonesia air defenses significantly "without compromising the defense budget and other national priorities," it said.

The transfer of F-16C/D models to Indonesia may raise new questions about Obama's refusal to meet Taiwan's standing request for 66 new F-16C/Ds of its own to help deter China, which regards the island as a rogue province.

The Obama administration in September notified Congress of a proposed $5.85 billion weapons package for Taiwan, including upgrades of 145 F-16 A/B fighters but none of the C/D models that Taiwan has sought.

Obama said on Thursday in Canberra the U.S. military would expand its presence in the Asia-Pacific despite budget austerity, declaring the United States was "here to stay" as a Pacific power that would help shape the region's future.

The F-16 deal involves the overhaul of 28 United Technologies Corp (UTX.N) Pratt & Whitney engines including spares. The aircraft will have the most advanced "Modular Mission Computer" produced by Raytheon Co (RTN.N), along with improved radar, avionics and the capability to carry and field more advanced weaponry and sensors, the White House said.

Bechtel Plant Machinery, Inc., Monroeville, Pa., is being awarded a $261,564,863 cost-plus-fixed-fee contract for naval nuclear propulsion components. Funds in the amount of $140,761,199 are obligated at time of award. Work will be performed in Monroeville, Pa. (97.7 percent), and Schenectady, N.Y. (2.3 percent). Contract funds in the amount of $1,000,000 will expire at the end of the current fiscal year. This contract was not competitively procured. No completion date or additional information is provided on naval nuclear propulsion program contracts. Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-12-C-2106).

Rolls-Royce Corp., Indianapolis, Ind., is being awarded a $13,735,723 modification to a previously awarded firm-fixed-price contract (N00019-10-C-0020) to exercise an option for maintenance services in support of the V-22 AE1107C turboshaft engines. Work will be performed in Oakland, Calif. (70 percent), and Indianapolis, Ind. (30 percent), and is expected to be completed in November 2012. Contract funds in the amount of $13,672,071 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

(NSI News Source Info) TORONTO, Canada, November 17, 2011: Boeing (NYSE: BA) and Singapore Airlines announced an order for eight additional 777-300 Extended Range (ER) airplanes. The orders were previously recorded on Boeing's Orders & Deliveries website, attributed to an unidentified customer.

"This order is part of our ongoing fleet expansion and modernization program, which enables us to offer our latest cabin products to our customers," said Goh Choon Phong, chief executive officer for Singapore Airlines (SIA). "The additional 777-300ERs will also help us further strengthen the Singapore Airlines network, providing our customers even more travel options."

The Singapore Airlines order is valued at $2.4 billion at Boeing current list prices. The order was first announced on August 10.

In total, Singapore Airlines has ordered 85 Boeing 777s, 27 of which are 777-300ERs.

The 777-300ER is distinguished by its fuel efficiency, spacious cabin interior, range capability and commonality. SIA currently operates nearly every 777 model produced, including the 777-200, 777-200ER, 777-300 and 777-300ER.

MISSILE DEFENSE AGENCY

The Missile Defense Agency is announcing the award of a cost-plus-fixed-fee contract modification (P00049) to exercise an option to The Boeing Co., Huntsville, Ala., under contract HQ0147-09-C-0007. The total value of this option exercise is $36,686,541, increasing the total contract value from $692,900,701 to $729,587,242. Under this modification, the contractor will manage the Ground-Based Midcourse Defense (GMD) weapon system sustainment and operations support to include system sustainment, training, and operations support of the GMD mission assets. The work will be performed in Fort Greely, Alaska; Vandenberg Air Force Base, Calif.; Colorado Springs, Colo.; and Huntsville, Ala. The performance period is from Dec. 1, 2011 through Feb. 29, 2012. Fiscal 2012 research, development, test and evaluation funds will be used to incrementally fund this initial effort. Contract funds will not expire at the end of the current fiscal year. The Free Syrian Army said in a statement that its main attack in the early hours Wednesday targeted a compound run by the Air Force Intelligence in the Damascus suburb of Harasta. The renegade group said the other attacks targeted military checkpoints in the Damascus suburbs of Douma, Qaboun and Arabeen and Saqba.

The claim of the attacks could not be independently confirmed and the Free Syrian Army released no details about the fighting or possible casualties.

The Syrian government has largely sealed off the country, barring most foreign journalists and preventing independent reporting. But details gathered by activist groups and witnesses, along with the amateur videos, have become key channels of information.

The attacks near Damascus are rare, and clashes between defectors and troops have in the past been concentrated in the northwestern province of Idlib and central region of Homs and the southern province of Daraa.

The attacks come two days after defectors killed 34 of Assad's soldiers and members of the security in Daraa, on what was one of the bloodiest days of the 8-month-old uprising.

The U.N. says that more than 3,500 people have been killed since Assad launched a crackdown on the protesters in mid-March.

A Syrian opposition figure said the attack in Harasta was carried out by defectors who broke into three groups and attacked the compound from three sides with automatic rifles and rocket-propelled-grenades. He added that the administrative building was damaged and the attackers made sure not to hit a nearby building where detainees were being held.

The opposition figure, who spoke on condition of anonymity to discuss military operations, said all the defectors' troops returned safely to their point of origin. He quoted residents in the area as saying that ambulances rushed to the military compound after the attack.

Also Wednesday, the British-based Syrian Observatory for Human Rights said four people, including three defectors, were killed in the central province of Hama after they were ambushed by troops loyal to Assad.

The Local Coordination Committees, another activist group said three people have been so far killed on Wednesday, two in Idlib and one in the Damascus suburb of Zabadani.

The Missile Defense Agency is announcing the award of a sole-source cost-plus-award-fee modification to Raytheon Missile Systems Co., Tucson, Ariz., under the HQ0006-10-C-0005 contract.

The total value of this modification including options is $241,084,008, increasing the total contract value from $334,532,300 to $575,616,308. Under this modification, the contractor will continue to perform engineering services and material for systems engineering, design and development support, and initial hardware fabrication for the Standard Missile-3 Block IIA missile including divert and attitude control system mitigation. The work will be performed in Tucson, Ariz.

The performance period is through March 31, 2012. Fiscal 2012 research, development, test and evaluation funds will be used to incrementally fund this effort. Contract funds will not expire at the end of the current fiscal year. This is not a Foreign Military Sales acquisition. The Missile Defense Agency, Dahlgren, Va., is the contracting activity.

(NSI News Source Info) TORONTO, Canada - November 15, 2011: The Israeli Air Force (IAF) plans to begin operating an unmanned intelligence-gathering aerial vehicle with the ability to launch missiles that could 'fly as far as Iran', a report says.

Manufacturing the Heron TP, which in Israel is often referred to as the unmanned aerial vehicle (UAV) “that can reach Iran,” began in 2010 by Israel Aerospace Industries, the Jerusalem Post reported on Monday.

The IAF's largest UAV can fly for up to 45 hours, carry 1,000 kg payload and has the ability to launch missiles.

Amid the West's standoff with Iran over its nuclear program, both Tel Aviv and Washington have repeatedly threatened Tehran with the "option" of a military strike.

During a visit to the US in 2010, Israel's Prime Minister Benjamin Netanyahu demanded Washington launch a military attack against Tehran's nuclear program, saying that a “credible military threat by the United States is the only way to deter Iran.”

Netanyahu's call, however, was rejected by US Defense Secretary Robert Gates.

In May, a source close to prominent Iraqi cleric Muqtada al-Sadr said Israeli jet fighters had conducted drills at a military base in Iraq in order to strike targets inside Iran.

According to the report, a considerable number of Israeli warplanes, including F-15, F-16, F-18, F-22, and KC-10 jet fighters, were seen at al-Asad Airbase -- the second largest US military airbase in Iraq located in Anbar Province.

The report said that Iraqi officials had not been notified about the drills conducted in collaboration with the US military.

Iranian officials have stressed that any act of aggression by the US and Israel against Iran's nuclear facilities would meet a crushing response. They have repeatedly warned that any such measure could result in a war that would spread beyond the Middle East.

Iran is accusing Israel of running a covert campaign against its military and nuclear power (weapons, according to the UN) program. Iran has admitted that it is under attack by another powerful Internet weapon (similar to Stuxnet). Many Iranians are blaming Israel for the recent deaths of senior researchers and officials in the Iranian missile and nuclear programs. Israel says nothing.

Israel is speeding up equipping its airliners with anti-missile systems. The recent collapse of the Kaddafi dictatorship in Libya allowed several Libyan arms depots to be looted, and Israel believes arms smugglers have moved shoulder fired anti-aircraft missiles to Gaza and sold them to Hamas (who would use them against Israeli aircraft). Military aircraft already have anti-missile defenses (which detect the launch of the missile, then blind its guidance system with a laser.)

Israeli forces are becoming more successful in detecting and attacking Islamic terrorists in northern Gaza while rockets are moved and set up for firing. The use of UAVs and constant helicopter and aircraft patrols, plus intel on terrorist plans, has made it more dangerous to launch rockets.

In Gaza, Hamas is enjoying a jump in popularity because of the recent prisoner exchange (one Israeli soldier for over a thousand Palestinians), but there have also been more calls in Gaza for Hamas to release some of the hundreds of political prisoners it holds. Those who openly oppose Hamas in Gaza end up in jail, or worse. Hamas has been declining in popularity over the last few years, and is believed that it would lose another election. For that reason, Hamas has no plans to allow any more elections until it can get its poll numbers up.

The paper said, citing military sources, that Malaysian Defense Minister Ahmad Zahid Hamidi plans on Tuesday to visit the Irkut aviation plant, producing Su-30MKI fighters for India. According to Izvestia, one such aircraft would cost Malaysia about $50 million, future maintenance included.

During the visit, the minister "may sign a contract to buy 18 Su-30MKM multirole fighters," the paper said.

The defense minister also plans to discuss installing new missiles, including BrahMos, on the 18 Su-30MKM fighters that Malaysia received in August 2009 under the $900-million contract signed in 2003.

Malaysia's mixed fighter fleet also includes Russian MiG-29N Fulcrum and the U.S.-made F/A-18D Hornet and F-5 Tiger in service.

The Su-30MKM is a multi-role Flanker version based on the Su-30MKI model and features a customized avionics package built to Malaysian specifications. Su-family fighters constitute the bulk of Russia's arms exports.

India ordered three A-50EI variants, developed on the basis of the Russian Il-76MD military transport plane and fitted with the Israeli-made Phalcon radar system, in 2004. They are already in service with the Indian air force (IAF).

The Times of India cited on Tuesday defense ministry sources as saying that an $800-mln draft contract “is now…in the final stages of being examined” before being signed as a follow-on order to the previous $1.1-bln contract.

According to the paper, India needs to strengthen its early-warning radar capability as the neighboring rival Pakistan has purchased at least four Swedish Saab-2000 AEW aircraft and is about to receive four Chinese ZDK-03 AWACS planes.

“The Phalcons significantly boost the effectiveness of both offensive and defensive operations. Their enhanced detection and interception capability, connected to fighters and surface-to-air missile systems, are tremendous force-multipliers,” the Times of India quoted an Indian military official.

In many aspects, the A-50 is comparable to the E-3 Sentry of the U.S. Air Force. It is fitted with an aerial refueling system and electronic warfare equipment, and can detect targets up to 400 km (250 miles) away.

India is also planning to integrate domestically developed AWACS systems into three Brazilian-made Embraer-145 aircraft to be later commissioned with the Indian Air Force. However, the completion of the project has been pushed back to 2014.

“Rosoboronexport has already signed a number of big contracts [with Saudi Arabia], and they are being implemented,” deputy head of Rosoboronexport Alexander Mikheyev said at the Dubai-2011 airshow. He did not specify the ongoing agreements with Saudi Arabia.

“We have also done intensive work on new contracts, including on helicopters and air defense systems. Russia is ready to continue these negotiations as soon as the Saudi Defense Ministry makes a decision," Mikheyev said.

Russia has been negotiating a $6 bln-arms deal with Saudi Arabia since 2007.

The “arms package” reportedly includes T-90S main battle tanks, BMP-3 infantry fighting vehicles, Mi-35 (Hind) attack helicopters, and Mi-17 (Hip) multirole helicopters, as well as Pansir-S1 air defense systems.

Several media sources have also mentioned that Russia could sell advanced S-300 or even S-400 air defense missile systems to Saudi Arabia.

Potential arms sales to Saudi Arabia would be a major breakthrough for Russia, as the Saudi arms market has been dominated by the United States and Britain since the Soviet era.

Saleh, who has so far refused to sign the accord proposed by the six-member Gulf Cooperation Council in April, told France's Channel 24 television in an interview that he had given his deputy, Abd-Rabbu Mansour Hadi, authority to negotiate a deal with the opposition.

Asked when he would leave office, Saleh said: "When an agreement on the Gulf initiative is reached, and when it is signed, and (it is agreed) on the operational mechanism and when elections are held, the president will leave."

Asked if there was a time frame for his departure, he said: "It is defined. It is within 90 days (of an agreement)."

"I have 33 years of experience in power and I know the difficulties, I know the negatives and positives. The one who clings to power is mad," he said.

An opposition official said on Sunday that Saleh was trying to thwart a mission by U.N. envoy Jamal Benomar to implement the U.N.-backed Gulf initiative, by insisting on staying in office until new elections are held.

"Saleh wants to preserve all his powers until the election of a new president and that is rejected by the opposition and because of this the U.N. envoy's mission is going to fail," said the official, who declined to be identified.

Benomar urged all Yemeni factions on Monday to reach an agreement "to save the Yemeni people from the sufferings of the current crisis," the Yemeni Defense Ministry's website said.

"I am in nearly daily contact with all political sides in Yemen and efforts are continuing to reach a peaceful end to the crisis," he added.

Under an "operational mechanism" proposed by Benomar, Saleh would step down immediately, triggering the formation of a national unity government ahead of early presidential elections. A body would be set up to restructure the armed forces.

Saleh said he had no objection to restructuring the armed forces, which split after the protests against his rule began in February. "Restructuring the army, I have no problem with that. The army belongs to the homeland and is not a personal property," he said.

Saleh also slammed the Arab Spring protests, calling the demonstrations "Arab anarchy."

He said support for these protests had come from a "small and weightless state" -- an apparent reference to Qatar, a wealthy Gulf Arab state and home to the Al Jazeera satellite TV channel, which gave sympathetic coverage to the Arab Spring uprisings, particularly those in Libya and Syria.

Under the terms of the contract, Electric Boat will provide services required to support planned and emergent non-nuclear maintenance and repair of operational nuclear submarines, floating dry-docks, support and service craft, and other platforms and equipment at the Naval Submarine Support Facility, New London, Conn. Electric Boat is the only source capable of performing this work. Work will be performed in New London, Conn., and is expected to be completed by November 2012. Any attempt by the “Zionist regime” to enter into a conflict with a power such as Iran will be suicidal, said Vahidi, speaking Sunday to reporters at the sideline of a ceremony, unveiling three types of sport and hunting weapons.

“Anytime the Zionist regime desires to commit suicide, it should then adopt such a decision,” the top general said, quoted in an IRIB report.

As Iran has repeatedly emphasized, the Islamic Republic will firmly respond to any foreign threat in a manner that would make the enemy think twice before engaging in any sort of aggression against the nation, the minister emphasized.

Vahidi reiterated that an attack against Iran by the Israeli regime will spell into an end to its existence.

Washington and the Tel Aviv regime have repeatedly threatened Tehran with military strikes on the false pretext that Iran's nuclear program may have a covert military diversion.

Israeli President Shimon Peres claimed on November 6 that an attack against the Islamic Republic was getting "more and more likely,” a claimed fiercely rejected by many international observers and officials.

Tehran has categorically refuted rhetorical allegations by US-led Western powers, saying that as a signatory to the Nuclear Non-Proliferation Treaty, it has the right to develop and acquire nuclear technology for peaceful purposes.

Iranian officials have vowed to deliver a crushing response to any military strike against the country, warning that any such measure could result in a war that would certainly reach far beyond the Middle East.

With over 50 types of state-of-the-art missiles at its disposal, Iran is readily capable of delivering a death blow to any aggressor who ventures to violate its soil. However, Iran has frequently said its military might poses no threat to other countries and that its defense doctrine is based on deterrence.

(NSI News Source Info) TORONTO, Canada - November 13, 2011: In the Pacific state of Hawaii, U.S. President Barack Obama on Sunday told leaders of the 21 Asia Pacific Economic Cooperation economies that the region will be key to U.S. economic recovery.

With much of the formal summit activity, including a working lunch, concentrated over a few hours, Mr. Obama underscored the importance of APEC's trade liberalization priorities for the global economy and the United States.

Addressing the opening session, the president said the nearly three billion people in 21 APEC countries are looking to the three-decade-old organization to create opportunities through expanded trade that will boost economic growth and create jobs.

APEC's goals of slashing tariffs and removing trade barriers, Mr. Obama said, are critical for the U.S. economic recovery. "The Asia-Pacific region is absolutely critical to America's economic growth. We consider it a top priority. And we consider it a top priority because we are not going to be able to put our folks back to work and grow our economy and expand opportunity, unless the Asia-Pacific region is also successful," he said.

Mr. Obama said the region is key to his objective of doubling U.S. exports, adding that APEC economies need to work together to spur "quicker, sturdy and sustainable" economic growth.

A final APEC statement is expected to point to progress toward creating what Mr. Obama referred to as a "seamless regional economy," with agreements aimed at boosting trade and investment by promoting "green" jobs, innovation, and streamlining and coordinating regulations.

The United States and eight other APEC nations already have announced agreement on "broad outlines" to create a new Trans-Pacific Partnership trade group, or TPP, that Mr. Obama says would be a model for broader open regional trade.

In addition to the United States, other TPP participants include Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore and Vietnam. China has been critical of the grouping, saying it reflects protectionist tendencies in APEC.

U.S. officials say Mr. Obama was expected to hold additional talks on the sidelines of the summit with Chinese President Hu Jintao. In their main meeting on Saturday, the two men discussed trade and differences over China's currency policies.

The issue of Iran's nuclear program and a recent International Atomic Energy Agency report that provided evidence of secret Iranian weapons development efforts have also been a focus of Mr. Obama's meetings with the leaders of China and Russia.

U.S. officials say China and Russia remain supportive of continuing diplomatic steps aimed at preventing Iran from obtaining a nuclear weapons capability.

Mr. Obama says that he and Russian President Dmitry Medvedev agreed to work to "shape a common response" on Iran against the backdrop of the nuclear report. U.S. officials say consultations will continue about the next steps to increase pressure on Tehran.

(NSI News Source Info) TORONTO, Canada, November 13, 2011: President Barack Obama will announce an accord for a new and permanent U.S. military presence in Australia when he visits next week, a step aimed at countering China's influence and reasserting U.S. interest in the region, said people familiar with his plans.

The agreement will lead to an increase in U.S. naval operations off the coast of Australia and give American troops and ships "permanent and constant" access to Australian facilities, the people said. While no new American bases will be built under the plan, the arrangement will allow U.S. forces to place equipment in Australia and set up more joint exercises, they said.

The move could help the U.S. military, now concentrated in Japan and South Korea in Northeast Asia, to spread its influence west and south across the region, including the strategically and economically important South China Sea, which China considers as its sovereign territory.

It was unclear how much the new presence would cost the Pentagon, which is facing years and hundreds of billion dollars in spending cuts.

But the expanded military presence is designed as a demonstration of U.S. commitment to the region, part of an effort to refocus on Asia as the U.S. withdraws from Iraq and draws its forces down in Afghanistan, officials in both countries said.

"It will demonstrate U.S. resolve, not just for Australia, but in the region," Maj. Gen. Tim McOwan, the Australian defense attaché in Washington, said in an interview this week.

At a daily press briefing on Thursday, Foreign Ministry spokesman Hong Lei said Chinese officials "hope relevant countries' bilateral cooperation will be conducive to the Asia-Pacific region's security, peace and stability."

The strategy comes weeks after China sent its first its first aircraft carrier to sea, a defining moment in its effort to become a top-tier naval power that seeks to challenge U.S. military supremacy in Asia and protect Chinese economic interests that now span the globe.

Several Asian nations, fearful of the threat China poses, also are beefing up their arsenals, fearing that the U.S. security umbrella is being eroded by China's enhanced capabilities and possible U.S. defense cuts.

One base slated for the stepped-up American presence is in Darwin, on the country's north coast. Other locations are possible, including one near Perth, on the west coast, one person said.

"Strategically, we want to be able to reassure the rest of Asia that the American presence is still strong in the 21st century as China develops its force," said Ernie Bower, director of the Southeast Asia Program at the Center for Strategic and International Studies, a Washington think tank.

Officials declined to detail how many new troops or sailors would be part of the U.S. effort, or how many ships would be stationed in the area, ahead of Mr. Obama's announcement next week. Defense Secretary Leon Panetta, while traveling throughout the region last month, vowed an expansion in U.S. influence, but also declined to specify costs or force sizes.

An administration official said the stepped-up presence will be phased in over several years under the agreement. The deal isn't yet final and details could change.

On his trip, Mr. Obama will mark the 60th anniversary of the U.S.-Australian alliance with a speech to Parliament and a visit to a military base in Darwin, where he and Australian Prime Minister Julia Gillard will jointly address Australian troops.

Neither leader is expected to characterize the move as directly confronting the Chinese. But U.S. officials said one of the goals of Mr. Obama's Asia trip is to clarify free access to the South China Sea.

Mr. Panetta, after a meeting with the Australians in September, said that enhanced military cooperation would counter "threats and challenges" to come. "Security and prosperity of our two great nations depends on the security and prosperity of the Asia-Pacific region," he said.

The full range of U.S. naval ships is expected to rotate through the joint facilities, stopping for exercises as well as repairs and other shore work. Naval aircraft also will have access to a base in Darwin.

The increased U.S. presence will be a rotating force, one person said. In September, Australian Defence Minister Stephen Smith said the enhance cooperation would be "more ships in, ships out; more planes in, planes out; more troops in, troops out."

Gen. McOwan, the defense attaché, said the increase in U.S. naval operations will send a message to the Chinese that the U.S. is committed to defending the security of regional sea and air trade routes. The stepped-up American presence will reassure Australia and well as other countries in the region that the U.S. is engaged at a time when Chinese intentions are uncertain, he said.

Still, Gen. McOwan added that the American commitments Mr. Obama plans to announce are "not going to frighten the Chinese."

"It's more symbolic than real," he said.
