After an hour-long telephone call, Putin said in a statement that Moscow and Washington were still far apart on the situation in the former Soviet republic, where he said the new authorities had taken "absolutely illegitimate decisions on the eastern, southeastern and Crimea regions.

"Russia cannot ignore calls for help and it acts accordingly, in full compliance with international law," Putin said.

Ukraine's border guards said Moscow had poured troops into the southern peninsula where Russian forces have seized control.

Serhiy Astakhov, an aide to the border guards' commander, said there were now 30,000 Russian soldiers in Crimea, compared to the 11,000 permanently based with the Russian Black Sea fleet in the port of Sevastopol before the crisis.

"The appropriation for national defence is 808.23 billion yuan (£79 billion), up 12.2 percent," said a budget report prepared for the annual session of the National People's Congress (NPC), China's Communist-controlled parliament, which began on Wednesday.

"We will resolutely safeguard China's sovereignty, security and development interests," Premier Li Keqiang said at the opening session.

"We will safeguard the victory of World War II and the post-war international order, and will not allow anyone to reverse the course of history," he said - a phrase China often uses in relation to rival Japan.

DTN News - UKRAINE UNREST: Russia Test-Fires ICBM Amid Tension Over Ukraine

(NSI News Source Info) TORONTO, Canada - March 5, 2014: Russia said it had successfully test-fired an Intercontinental Ballistic Missile (ICBM) on Tuesday, with tensions running high over its military intervention in Ukraine's Crimea region.

A U.S. official said the United States had received proper notification from Russia ahead of the test and that the initial notification pre-dated the crisis in Crimea. The Russian Defence Ministry could not be reached for comment.

The Strategic Rocket Forces launched an RS-12M Topol missile from the southerly Astrakhan region and the dummy warhead hit its target at a proving ground in Kazakhstan, Defence Ministry spokesman Igor Yegorov told state-run news agency RIA.

The launch site, Kapustin Yar, is near the Volga River about 450 km (280 miles) east of the Ukrainian border. Kazakhstan, a Russian ally in a post-Soviet security grouping, is further to the east.

(NSI News Source Info) TORONTO, Canada - March 4, 2014: A new F-35 Lightning II fighter jet sporting a Canadian-made tail assembly took to the skies for the first time last month, according to Magellan Aerospace Corp.

The Winnipeg-built tail assembly flew on an F-35A Conventional Take Off and Landing (CTOL) variant from defence giant Lockheed Martin’s final assembly line in Fort Worth, Texas, on Feb. 26.

“Magellan delivered the horizontal tail for the aircraft that flew today in December 2012,” Scott McCrady, Magellan’s F-35 program director, said in a company release.

“Since then our annual production rates have been steadily increasing and are expected to continually increase over the next several years as the F-35 program matures.”

Mississauga, Ont.-based Magellan is under contract with BAE Systems to produce horizontal tail assemblies for the CTOL variant of the F-35 and is expected to produce more than 1,000 assemblies for the program over a 20-year period.

Magellan, under contract with engine maker Rolls-Royce, has also been producing the vane box assembly and transition duct for all of the F-35B Short Take Off and Landing (STOVL) variant of the fighter jet.
