U.S. Navy - Carrier Strike Group 1 Conducts South China Sea Patrol 

SOUTH CHINA SEA (NNS) -- Carrier Strike Group (CSG) 1, including Nimitz-class aircraft carrier USS Carl Vinson (CVN 70), Destroyer Squadron (DESRON) 1's Arleigh Burke-class guided-missile destroyer USS Wayne E. Meyer (DDG 108), and aircraft from Carrier Air Wing (CVW) 2, began routine operations in the South China Sea, Feb. 18. 

Prior to their operations in the South China Sea, ships and aircraft from within the strike group conducted training off the islands of Hawaii and Guam to maintain and improve their readiness and develop cohesion as a strike group. The strike group recently enjoyed a port visit to Guam and after departing the Marianas, conducted operations in the Philippine Sea. 

"The training completed over the past few weeks has really brought the team together and improved our effectiveness and readiness as a strike group," said Rear Adm. James Kilby, commander, CSG 1. "We are looking forward to demonstrating those capabilities while building upon existing strong relationships with our allies, partners and friends in the Indo-Asia-Pacific region."

Vinson last deployed to the Western-Pacific in 2015 and conducted a bilateral exercise with the Royal Malaysian Navy and Royal Malaysian Air Force in the South China Sea. Vinson first operated in the South China Sea in 1983 and in total, has operated there during 16 previous deployments over its 35 year history. 

While deployed, the Carl Vinson CSG will remain under U.S. 3rd Fleet command and control, including beyond the international dateline, which previously divided operational areas of responsibility for 3rd and 7th Fleets. Third Fleet operating forward offers additional options to the Pacific Fleet commander by leveraging the capabilities of 3rd and 7th Fleets. This operational concept allows both numbered fleets to complement one another and provide the foundation of stability in the Indo-Asia-Pacific region.

CVW-2 includes the "Black Knights" of Helicopter Sea Combat Squadron (HSC) 4, the "Blue Hawks" of Helicopter Maritime Strike Squadron (HSM) 78, the "Bounty Hunters" of Strike Fighter Squadron (VFA) 2, the "Blue Blasters" of VFA-34, the "Kestrels" of VFA-137, the "Golden Dragons" of VFA-192, the "Black Eagles" of Carrier Airborne Early Warning Squadron (VAW) 113, the "Gauntlets" of Electronic Attack Squadron (VAQ) 136 and the "Providers" of Fleet Logistic Support Squadron (VRC) 30.

(NSI News Source Info) TORONTO, Canada - July 12, 2016: China has lost a key international legal case over strategic reefs and atolls that it claims would give it control over disputed waters of the South China Sea. The judgment by an international tribunal in The Hague chiefly in favour of claims by the Philippines will increase global diplomatic pressure on Beijing to scale back military expansion in the sensitive area.

By depriving certain outcrops – some of which are exposed only at low tide – of territorial-generating status, the ruling effectively punches a series of holes in China’s all-

encompassing “nine-dash” demarcation line that stretches deep into the South China Sea. It declares large areas of the sea to be neutral international waters.

Beijing claims 90% of the South China Sea, a maritime region believed to hold a wealth of untapped oil and gas reserves and through which roughly $4.5tn of ship-borne trade passes every year. Vietnam, Malaysia, Brunei and Taiwan also contest China’s claims to islands and reef systems close to their territory than Beijing’s.

Sporadic violence between Chinese vessels and those of south-east Asia militaries have broken out in recent decades and the verdict, the first international legal decision on the issue, could have unpredictable consequences.

The court case at the permanent court of arbitration in The Hague, the UN-appointed tribunal that adjudicates in international disputes over maritime territory, has been running since 2013.

The judgment does not allocate any of the outcrops or islands to rival countries but instead indicates which maritime features are capable under international law of generating territorial rights over surrounding seas.

China has previously stated that it “will neither accept nor participate in the arbitration unilaterally initiated by the Philippines”. The tribunal ruled, however, that China’s refusal to participate did not deprive the court of jurisdiction and that the Philippines’ decision to commence arbitration unilaterally was not an abuse of the convention’s dispute settlement procedures.

Prof Philippe Sands QC, who represented the Philippines in the hearing, said: “This is the most significant international legal case for almost the past 20 years since the Pinochet judgment.” Last year, US officials claimed the Chinese had built up an extra 800 hectares (2,000 acres) on their occupied outposts across the South China Sea over the previous 18 months.

The main focus of activity has been on Mischief Reef, where satellite images reveal the island is growing bigger, and is surrounded by fleets of dredgers and tankers.

Speaking on the eve of the court’s ruling, Bonnie Glaser, a senior Asia adviser at the Center for Strategic and International Studies, said she did not anticipate a major escalation from Beijing over its findings but admitted its reaction was hard to predict. “[If] the Chinese really do perceive that the ruling is just poking a finger in their eye I think there is a good possibility they will lash out,” she said.

“I believe we have all underestimated Xi Jinping,” Glaser said of China’s strongman president who has pursued an increasingly assertive foreign policy on issues such as the South China Sea. “He just seems quite comfortable with a high level of friction with every country.”

China’s foreign minister spoke to the US secretary of state, John Kerry, by telephone last week to warn Washington against moves that infringe on China’s sovereignty, Chinese state media reported.

And Beijing conducted military drills in the South China Sea, deploying at least two guided missile destroyers, the Shenyang and Ningbo, and one missile frigate deployed.

China says it follows a historical precedent set by the “nine-dash line” that Beijing drew in 1947 following the surrender of Japan. The line has been included in subsequent maps issued under Communist rule.

But the Philippines strongly contests China’s claims, specifically on nearby islands it says are part of the West Philippine Sea. Manila argued in seven hearings that China has exceeded its entitlement under the UN convention on the law of the sea. That gives China 12 miles of territorial waters around islands it controls, far less than claimed under the nine-dash line.

Beijing has the support of Russia and Saudi Arabia but has also garnered backing from dozens of smaller nations far from and not greatly affected by the hearing, including landlocked African countries Niger and Lesotho, as well as Palestine, Afghanistan and Togo. Vanuatu, a Pacific island nation of fewer than 300,000 citizens, also supports Beijing.

The Philippines has been backed by the US, UK, France, Japan and others.

The Philippine president, Rodrigo Duterte, is widely considered unpredictable and his moves in the next days and weeks will determine what could happen next.

(NSI News Source Info) KOTTAKKAL, Kerala India - October 28, 2014:  India will soon be supplying naval vessels to Vietnam, Prime Minister Narendra Modi said on Tuesday, the first significant military transfer to Hanoi at a time when it is embroiled in a territorial dispute with China.

The announcement came after Modi held talks with his visiting Vietnamese counterpart, Nguyen Tan Dung, during which the two sides agreed to modernize the Vietnamese military as well as raise Indian involvement in Vietnam's energy sector.

Both India and Vietnam have territorial disputes with China - India in the Himalayas and Vietnam in the South China Sea. New Delhi and Hanoi are beefing up defenses even as they ramp up commercial ties with China, the world's second-largest economy.

"Our defense cooperation with Vietnam is among our most important," Modi told reporters, adding it will be expanded.

(NSI News Source Info) KOTTAKKAL, Kerala, India - October 28, 2013: Japan’s leader warned China on Sunday against forcibly changing the regional balance of power, as reports said Tokyo had scrambled fighter jets in response to Chinese military aircraft flying near Okinawa.

Verbal skirmishing between Asia’s two biggest economies, who dispute ownership of an island chain, escalated as Beijing warned Tokyo that any hostile action in the skies against Chinese drones would be construed as an “act of war.”

“We will express our intention as a state not to tolerate a change in the status quo by force. We must conduct all sorts of activities such as surveillance and intelligence for that purpose,” Prime Minister Shinzo Abe said in an address to the military.

“The security environment surrounding Japan is becoming increasingly severe. This is the reality,” he said. “You will have to completely rid yourselves of the conventional notion that just the existence of a defense force could act as a deterrent.”

Abe presided over an inspection of the military at which a US amphibious assault vehicle was displayed for the first time, an apparent sign of Japan’s intention to strengthen its ability to protect remote islands.

Abe was on the remote Okinawan island of Ishigaki in the East China Sea, 2,000 kilometers southwest of Tokyo, where he told coast guard crew his resolve to stand up for Japan was undimmed.

“The security environment for our territorial waters has become increasingly serious, as Chinese government ships frequently sail to and roam around waters surrounding Senkaku islands,” Abe said in an address to about 40 coast guard personnel.

Abe arrived in the Mongolian capital Ulan Bator seeking closer trade and diplomatic ties with the mineral-rich nation, a potentially important strategic partner due to its location on China's northern border and diplomatic ties with North Korea.

"I asked for Mongolian support relating to the Chinese situation and Mongolia expressed its understanding of the Japanese position," Abe said in response to questions from journalists about the islands Japan claims as the Senkakus and China as the Diaoyus.

"I understand the Mongolian situation regarding this issue," he added, at a press conference which followed meetings with Mongolian President Tsakhia Elbegdorj and Prime Minister Norov Altankhuyag.

Japan's hawkish leader, who has not held summit meetings with Chinese leaders since he took power in December, also said "the door is open for talks" with China.

The Chinese ship used fire-control radar on a Japanese destroyer on Jan. 30, Onodera told reporters today in Tokyo, adding the government will protest China’s actions. He declined to specify the location, which broadcaster NHK earlier reported was near islands that are claimed by both nations.

The episode may undermine recent efforts to ease tensions that have damaged trade ties between Asia’s two biggest economies and brought calls from the U.S. for a diplomatic resolution. Japan today issued a separate protest after Chinese ships entered its waters yesterday.

Illuminating a Japanese ship with fire-control radar is a “risky” move by China because it could invite retaliation, said James Hardy, a London-based Asia-Pacific editor at IHS Jane’s Defense Weekly. “You are assuming the other guy isn’t going to react in a bad way."

Hardy, speaking by telephone from Bangalore, said that “it might be one of these situations where an individual captain on a ship said he was going to make a name for himself or act beyond his remit.”

(NSI News Source Info) TORONTO, Canada - January 28, 2013: The Self-Defense Forces have been keeping around-the-clock surveillance over airspace around the Senkaku Islands in Okinawa Prefecture, dispatching radar-equipped aircraft in a bid to prevent intrusions by Chinese airplanes.

Air Self-Defense Force aircraft were dispatched to Okinawa Prefecture after a Chinese airplane intruded into Japanese airspace on Dec. 13, when the ASDF failed to promptly scramble fighters as a ground radar in the area was unable to detect the low-flying plane.

On Jan. 15, the ASDF scrambled fighters to the Senkaku Islands after a propeller-driven airplane belonging to China's State Oceanic Administration flew about 120 kilometers north of Kubajima, one of the islets.

If the airplane had flown at 300 kph, it would have taken just 20 minutes or so to intrude into Japanese airspace at a distance of 22 kilometers from the island.

The Jan. 15 scramble was one of seven ordered by the ASDF since the airplane belonging to the Chinese agency intruded into Japanese airspace on Dec. 13. The other six occurred on Dec. 22, 24, 25 and 26, and on Jan. 5 and 11. Each time, Chinese aircraft came close to 100 kilometers of entering Japanese airspace.

The ASDF has scrambled fighters against Chinese aircraft in the East China Sea and its surrounding areas 160 times from April to December last year, already surpassing the 156 times recorded in fiscal 2011.

During such operations, China's airborne early warning planes and other kinds of military aircraft were often spotted, according to ASDF officials.
