(NSI News Source Info) TORONTO, Canada - April 14, 2012: Is China a peaceful nation that only wants to turn out Apple iPads and iPhones? Or is the Middle Kingdom bent on attacking the U.S.? Beijing is the long, and strong, pole in the tent for the U.S. military – and they know it. China is the new Soviet Union, and perhaps it should be.

But is there a downside to view Beijing through such a lens? (Congress has created the U.S.-China Economic and Security Review Commission to track China’s growing clout [remember when the CIA was our chief threat exaggerator?] It also compels the Pentagon to report annually on Chinese military threats [remember when, for good or for ill, we counted on the Defense Intelligence Agency to keep track of such things?])

Do such assessments only create a self-fulfilling prophecy (self-fulfilling prophecy: something that allows the self-licking ice-cream cone, with apologizes to John Cameron Swayze, to keep on licking)? Perhaps not. After all, former Defense Secretary Caspar Weinberger’s multi-colored annual editions of Soviet Military Power — which portrayed the Soviet Union as a military superpower during the 1980s as the Pentagon, DIA and CIA missed its internal rot — hardly strengthened the Red Army.

Thursday's uproar added to pressure on Manmohan Singh, the prime minister, after months of scandals and policy missteps.

The prime minister's office called the estimated loss "exceedingly misleading," after the report - leaked from the federal auditor and published in the Times of India newspaper - prompted calls for an explanation and rattled investors.

The leaked draft from the Comptroller and Auditor General's (CAG) office criticised the allocation of 155 coalfields to about 100 private and some state-run firms between 2004 and 2009, questioning why they were not auctioned off to the highest bidder.

The firms mentioned include a subsidiary of the world's largest steel maker, Arcelor Mittal, whose shares were trading down 3.2 per cent in Amsterdam.

"This is the mother of all scams," said Venkaiah Naidu, a senior leader in the opposition Bharatiya Janata Party."The prime minister should reply," he said.

(NSI News Source Info) TORONTO, Canada - March 18, 2012: An expert on Communist China says the United States could be making a grave mistake by cutting back on defense spending while China is doing just the opposite.

Beijing recently announced a new defense budget of approximately $106 billion, which equates to an 11.2-percent increase. Cheng says this increase coupled with last years 12.7 percent increase means that China is now spending more on its military than all other Asian nations combined. The new budget comes at a time when the Obama administration, despite calling for a higher priority in Asia, is busily reducing the U.S. defense outlay.

While many critics of defense spending in the United States say that it is larger than the majority of the world, Dean Cheng, a research fellow at the Asian studies Center with The Heritage Foundation  says there are key differences between the two militaries.

“the U.S. is a key enforcer of international norms and safety. It is the American Navy, more than any other, that keeps the world’s sea lanes safe. It is the U.S. Air Force that provides space situational awareness, including conjunction warnings, to all other space-faring nations (including China) and manages the GPS constellation to global benefit—both without charge.”

He goes on to note that by contrast China's military budget is spent almost entirely on Chinese interests. While he acknowledges that with China having the second largest economy in the world it is expected that have a substantial military, and that while the Chinese defense spending increases by themselves should not draw alarm, there are other reasons for concern.

Cheng says there are two aspects of Chinese defense priorities that could spell problems for the United States.

The first thing he says is that the Chinese are focused on countering the US military. "So they buy things like anti-ship ballistic missiles -- which really are of use only against things like American aircraft carriers, but not against, say, Somali pirates," he offers.

Cheng says another advantage the Chinese military has is that it is still more of a local military operating near China rather than maintaining a global presence like the US. This means China can put all of its resources up against only a portion of the US military.

He goes on to note the Chinese Communist Party appears to be taking a more aggressive stance not only against US interests but against its neighbors Japan, Taiwan and South Korea. The government has been making claims of sovereignty over the South and East China seas and expanding its forces opposite Taiwan.

China is not the only military United States should be concerned about. While our military is facing the possibility of close to $1 trillion in cuts over the next 10 years and a reduction of up to one third of our military force, Russia is also engaging on a military buildup.

A 10 year, $640 billion military modernization underway in Russia will include 600 new aircraft, 1000 new choppers and an additional hundred ships added to the Russian Navy including 20 submarines.

By contrast, the Pentagon has said it may be forced to engage in involuntary separations to meet troop reduction goals of 67,100 soldiers form active and reserve Army units, 15,20 from the Marine Corps, 8,600 from the Navy and 1,700 from the Air Force as part of $487 in budget cuts. If Congress is unable to reach targeted spending cuts that were a part of the congressional deal reached during last years debt ceiling debate another $500 billion could be cut from the military budget.

(NSI News Source Info) TORONTO, Canada - February 16, 2012:  The Afghan Taliban and the United States have made only "exploratory" contacts for possible reconciliation which do not involve the Kabul government, the Afghan ambassador to Pakistan said on Thursday.

The Wall Street Journal said that the U.S. and Afghan governments had begun secret three-way talks with the Taliban, based on an interview it conducted with Afghan President Hamid Karzai.

"I must emphasize that word 'exploratory'. They are not talks," Afghan ambassador to Pakistan Umar Daudzai told Reuters.

"When there's talks, it's supposed to be between the Afghan government and the Taliban. We have not reached to that stage although we wish to reach to that stage."

The Wall Street Journal quoted Karzai as saying the Taliban were "definitively" interested in a peace settlement to end the 10-year war in Afghanistan, and that all three sides were now involved in discussions.

It said Karzai had declined to specify the location of the talks or go into further detail, saying he feared this could damage the process.

Taliban spokesman Zabihullah Mujahid also said the group had not held talks with the Karzai government.

The Afghan Taliban announced last month it would open a political office in Qatar, suggesting the group may be willing to engage in negotiations that could likely give it government positions or official control over much of its historical southern heartland.

"At a high level, (there are) secret talks and American-Taliban talks. I'm not aware of any other than the Qatar process," said Daudzai.

"The Qatar process is exploratory contacts between Taliban and the United States."

The Afghan ambassador said the Kabul government's contacts with the Taliban were limited to communications between low-level officials and local insurgent commanders.

Washington wants to accelerate contacts with the Taliban so it can announce serious peace negotiations at a NATO summit in May, officials say, in what would be a welcome bright spot in Western efforts to end the war in Afghanistan.

The Lokpal bill envisages setting up an independent ombudsman, who would have the power to investigate and prosecute politicians and civil servants.
Political parties have failed to reach a consensus on the bill.
Mr Hazare has threatened to go on hunger strike if it is not passed this session.
His 12-day anti-corruption fast in August became the focus of a national campaign and put pressure on the government to act on the issue.
Mr Hazare said he hoped MPs would reach a consensus on the bill in parliament.
"If there is no time for passing the bill, then extend [the parliament session]". It is important for the country. Earlier also, you have occasions when the session was extended," he said.
Media reports suggest that a special session of parliament could be convened to allow more time to bring about agreement on the Lokpal bill. The winter session is scheduled to end on 22 December.

Leaders of 35 parties had joined Prime Minister Manmohan Singh at his residence in Delhi to discuss the Lokpal bill on Wednesday evening.
"Give us some reasonable time to consider views expressed [at the meeting]. I am not saying it is not possible to pass it in this session itself but it might also spill over," Finance Minister Pranab Mukherjee was quoted as saying by The Indian Express newspaper.
Among India's recent corruption scandals are an alleged multi-billion dollar telecoms scam, claims of financial malpractice in connection with the Delhi 2010 Commonwealth Games and allegations that houses intended for war widows ended up in the hands of civil servants.
