It stressed it would maintain its posture of support for the Libyan opposition, and that Washington was preparing for "all contingencies" in the North African nation where rebels have been battling regime forces for weeks.

"We welcome this important step by the Arab League, which strengthens the international pressure on Kadhafi and support for the Libyan people," White House spokesman Jay Carney said in a statement.

"The international community is unified in sending a clear message that the violence in Libya must stop, and that the Kadhafi regime must be held accountable."

After crisis talks in Cairo the Arab League urged the United Nations to slap a no-fly zone on Libya and said Kadhafi's regime had "lost legitimacy," in a boost for rebels fighting to unseat the strongman. Washington joined Britain in welcoming the 22-member League's support.

Saudi security forces came out in strength in Riyadh on a "day of rage" organised by pro-democracy campaigners who managed only small demonstrations in the eastern provinces.


Expectations that the unrest sweeping the Arab world in the last few weeks would spread to its most conservative kingdom appeared to have been dashed by pre-emptive security measures and stern official warnings against any protests.

Far larger demonstrations rocked Yemen, where tens of thousands of pro and anti-government protesters took to the streets as President Ali Abdullah Saleh struggled to maintain his grip.

Clashes broke out in the nearby island state of Bahrain, where Shia protesters were confronted by riot police guarding the royal court in Manama. Demonstrations were also held in Kuwait by stateless people demanding their rights.

The calm in the Saudi capital may have been achieved partly by an incident on Thursday in the eastern city of al-Qatif, where police shot and wounded at least two protesters. Unconfirmed reports described trouble there again.

Protesters rallied in Hofuf, close to the eastern Ghawar oil field and major refinery installations. The city has seen scattered protests by Shias who complain of discrimination by the Sunni majority.

Saudi sources also reported marches involving hundreds of people in al-Ahsa and Awwamiya near al-Qatif.

Security in Riyadh was high-profile and intense, with helicopters hovering overhead and police checks on cars and individuals heading for mosques, where protests were expected after prayers.

"Police cruisers were given orders to pull over any car," tweeted Mohammed al-Qahtani, president of the Saudi Civil and Political Rights Association. "I saw several cars being searched by officers, and they checked IDs."

Disappointed activists counted more policemen and journalists than demonstrators. "Where were all these policemen and helicopters when Jeddah was drowning?" asked one Saudi — a sardonic reference to the floods that devastated the Red Sea coastal city twice in the last two years and fuelled anger and resentment at government incompetence.

Flight cancellations by All Nippon Airways Co. (9202.TO) and Japan Airlines Corp. continued Saturday, after a massive earthquake struck northeast Japan, even as operations at Tokyo's main airports returned to normal with most other Asian carriers resuming scheduled flights.

Japan's air carriers cancelled flights due to difficulties with connecting flights to airports in quake-hit areas, and due to interruptions of ground transport to Tokyo's international airports of Narita and Haneda.

ANA said it is canceling 52 domestic flights Saturday, grounding 4,900 passengers. It is cancelling 18 international flights affecting 2,600 passengers.

JAL said 117 domestic flights have been cancelled with 20,140 passengers affected. A total of 14 international flights have been cancelled affecting 2,090 passengers.

Separately, the transport ministry said the total number of flight cancellations into and out of Japan by domestic and foreign carriers totaled 400 Saturday.

Several hundreds of international flights had already been cancelled Friday, grounding thousands of passengers following the massive 8.9-magnitude quake that struck off the northeast of Japan, temporarily halting operations at Tokyo's main airports and disrupting ground transportation, communications and power supply in Tokyo and around the quake-torn areas.

The quake, Japan's strongest on record, triggered a devastating tsunami and claimed at least 433 lives with 784 people still missing, according to Kyodo News.

Elsewhere in Asia, most airlines were resuming flights as normal. Cathay Pacific Airways Ltd. (0293.HK) said in a statement it would resume six scheduled flights to and from Narita and Haneda Saturday afternoon.

- March 12, 2011: Europe and the United States stepped up diplomatic pressure on Muammar Gaddafi to quit, while on the ground his forces used their superior strength to press their advantage against rebels.


President Barack Obama said on Friday the United States and its allies were "tightening the noose" around Gaddafi and European Union leaders meeting in Brussels said they would consider all options to force the Libyan leader to step down.

However, the 27 leaders meeting in Brussels stopped short of endorsing air strikes, a no-fly zone or other military-backed means to achieve that goal. Libyan rebels said their three-week-old insurrection could fail without a no-fly zone.

The summit sidestepped a British and French initiative for a U.N. Security Council resolution that would authorise a no-fly zone.

They also would not back French President Nicolas Sarkozy's call to follow his lead and recognise the National Libyan Council as the country's legitimate authority, or his call for "defensive" air strikes against Gaddafi's forces if they used chemical weapons or warplanes against civilians.

Libya suspended diplomatic relations with France.

Obama, accused by critics of reacting too slowly, told a news conference he believed international sanctions, an arms embargo and other measures already in place were having an impact but also said a no-fly zone remained an option.

"Across the board we are slowly tightening the noose on Gaddafi. He is more and more isolated internationally," he said. "I have not taken any options off the table."

Soon after he spoke, the U.S. Treasury Department said it had extended a freeze on assets to Gaddafi's wife, four of his sons and four senior officials in his government.

TANKS AND AIR POWER

Gaddafi's forces, with air supremacy and a big advantage in tanks, appeared to be maintaining the momentum on the ground.

The sound of explosions and small arms fire came from the oil port of Ras Lanuf on Friday as government troops landed from the sea, backed by tanks and air power.

A massive explosion has struck a Japanese nuclear power plant after Friday's devastating earthquake.

A huge pall of smoke was seen coming from the plant at Fukushima and several workers were injured.

Japanese officials fear a meltdown at one of the plant's reactors after radioactive material was detected outside it.

A huge relief operation is under way after the 8.9-magnitude earthquake and tsunami, which killed more than 600.

Hundreds more people are missing and it is feared about 1,300 may have died.

The offshore earthquake triggered a tsunami which wreaked havoc on Japan's north-east coast, sweeping far inland and devastating a number of towns and villages.

Japan's Prime Minister Naoto Kan declared a state of emergency at the Fukushima 1 and 2 power plants as engineers try to confirm whether a reactor at one of the stations has gone into meltdown.

It is an automatic procedure after nuclear reactors shut down in the event of an earthquake, allowing officials to take rapid action.

Japan's NHK TV showed before and after pictures of the Fukushima plant. They appeared to show that the outer structure of one of four buildings at the plant had collapsed.

Cooling systems inside several reactors at the plants stopped working after Friday's earthquake cut the power supply.

Japan's nuclear agency said on Saturday that radioactive caesium and iodine had been detected near the number one reactor of the Fukushima 1 plant.

The agency said this may indicate that containers of uranium fuel inside the reactor may have begun melting.

Air has been released from several of the reactors at both plants in an effort to relieve the huge amount of pressure building up inside.

Mr Kan said the amount of radiation released was "tiny".

Thousands of people have been ordered to evacuate the area near the plants.

Analysts say a meltdown would not necessarily lead to a major disaster because light-water reactors would not explode even if they overheated.

The 8.9-magnitude tremor struck in the afternoon local time on Friday off the coast of Honshu island at a depth of about 24km, 400km (250 miles) north-east of Tokyo.

It was nearly 8,000 times stronger than last month's quake in New Zealand that devastated the city of Christchurch, scientists said.

Some of the same search and rescue teams from around the world that helped in that disaster are now on their way to Japan.

Airmen and volunteers are helping more than 500 commercial airline passengers whose flights were diverted here after a magnitude 8.9 earthquake struck today off the Japanese coast.

Several commercial aircraft were diverted here after Narita International Airport in Tokyo closed.

Some 11 aircraft landed at the base, and more than 500 passengers were transported to the base recreation center where food, water and cots were available. Volunteers from base organizations, including the Red Cross and Boy Scouts, are helping to get the passengers settled, officials said.

A Red Cross website called "Self and Well" is available for people who register to let family and friends know they are safe.

"The 374th Airlift Wing is prepared and ready to assist during this time of crisis," said Air Force Col. Otto Feather, 374th Airlift Wing commander.

The threat of a tsunami prompted the U.S. National Weather Service to issue a warning for at least 20 countries and numerous Pacific islands after an 8.9-magnitude earthquake struck Japan Friday.


The wide-ranging list includes Russia and Indonesia, Central American countries like Guatemala, El Salvador and Costa Rica and the U.S. state of Hawaii. The weather service's bulletin is intended "as advice to government agencies."

The quake, which struck near the coast of Honshu on Friday afternoon unleashed a wall of water that rushed in toward land, leveling houses and cars in its path.

Authorities in the U.S. territory of Guam said a tsunami could hit the island as early as 7:09 p.m. (4:09 a.m. ET). Sirens sounded in Hawaii around 10 p.m. Thursday (3 a.m. ET), warning residents they could expect tsunami waves five hours later.

The West Coast and Alaska Tsunami Warning Center early Friday issued a tsunami warning for coastal areas along the United States and Canadian west coasts. The tsunami warning includes coastal areas of California and Oregon from Point Conception to the Oregon-Washington border. It also includes coastal areas of Alaska from Amchitka Pass to Attu.

In the Philippines, the government has evacuated 20 coast areas. A tsunami could could hit by 6 p.m. (5 a.m. ET), it said.

Meanwhile, the regional government in eastern Taiwan's Taitung county canceled classes and work, but did not immediately begin evacuations.

Russia's emergency situations ministry said more than 11,000 people living in dangerous areas had been evacuated after a tsunami warning was issued for the Kuril Islands. Ships docked in open ports were heading back out to sea to avoid being hit by tsunami waves, the ministry said.

Chip McCreary of the Pacific Tsunami Warning Center said officials estimated the quake was already causing waves with magnitudes of up to 2 meters above normal sea level.

"This is a very large earthquake. We've evaluated it as about the same size as the earthquake last year in Chile. However, it's much closer to the Hawaiian islands than the Chile earthquake," he said.

The National Weather Service list includes Japan, Russia, the Philippines, Indonesia, Papua New Guinea, Australia, Fiji, Mexico, New Zealand, Guatemala, El Salvador, Costa Rica, Nicaragua, Panama, Honduras, Chile, Ecuador, Colombia, Peru and the United States.

(NSI News Source Info) WASHINGTON - March 10, 2011: Pakistan is trying to purchase used F-16 fighter jets from the United States to enhance its air capabilities, diplomatic sources told.

In 2006, the US Congress agreed to give Pakistan 28 F-16C/Ds under its EDA or excess defence articles initiative. Fourteen of these aircraft have already been delivered.

These are the same that Pakistan purchased from the United States in the 1980s but EDA equipment is almost cost-free. Some of these aircraft are used for extracting serviceable parts for the existing fleet while those fit for overhauling are inducted into the air force. “Because of the disparity with India, our needs are huge,” said the diplomatic source. “Ideally, we should buy new F-16s but the current economy does not allow us to pay $40-50 million a piece.”

The F-16 Fighting Falcon is a lightweight, compact fighter aircraft designed to perform a wide range of military missions. More than 4,000 F-16s have been or will be produced for 24 nations worldwide.

Meanwhile, the US media quoted Air Chief Marshal Rao Qamar Suleman as saying that while negotiating with the US for more aircraft, Pakistan was simultaneously developing its defence manufacturing capability to reduce its reliance on America.

According to these reports, he told an air chiefs` conference in Melbourne, Australia, that he had made a concerted effort to increase the manufacturing capability of Pakistan`s defence industry because the country has been subject to sanctions and embargoes in the past.

When asked about data links to tie F-16s to JF-17s, Air Chief Marshal Qamar said that Pakistan was working to develop its own solution.

The total cost of the Conservative government's plan to purchase 65 F-35 fighter jets over 30 years is close to $29.3 billion — billions more than previously estimated, according to Parliament's budget watchdog.

The pricetag includes both the purchase price and long-term sustainment costs for the jets. "Total ownership" of the program had previously been estimated at $16 to $18 billion.

Parliamentary budget officer Kevin Page, who has cast doubt before on the government's accounting practices, was asked by the Liberal Opposition to look at the F-35 deal with U.S. defence giant Lockheed Martin.

Previous reports by Page have questioned the government's deficit projections and its plan to cut the size and cost of the federal bureaucracy.

Thursday's report again puts him at odds with the Conservatives and gives weight to opposition party arguments that the purchase of the jets would cost more than the government has been saying.

To arrive at his estimate of $29.3 billion, Page said he used a "top-down" model that considered historical trends on the cost of aircraft and key cost drivers. Page estimates the acquisition cost for the fleet at $9.7 billion and the ongoing sustainment cost for it at $19.6 billion. The sustainment cost breaks down as follows:

  • initial logistics set-up cost: $1.7 billion;
  • operating and support cost: $14 billion;
  • overhaul and upgrade cost: $3.9 billion.

Page cautions that any cost estimates, his own or those from other sources, should be viewed in the context of the methodology used and data available. He said he asked the department of national defence for clarification on the methodology it has used to arrive at its estimates.

With the process of acquisition of the Medium Multi Role Combat Aircraft for the Indian Air Force entering the home stretch, the United States has suggested that India's decision on the contract will indicate the direction of the strategic relations between New Delhi and Washington.


Expressing the hope that India would choose the aircraft of one of the two U.S. companies competing for the contract with four others, U.S. Ambassador Timothy J. Roemer said: “This becomes the next logical step in building this relationship. This will be a very important indicator of where this relationship goes in the 21st century.” He was addressing an international conference on ‘America and Asia: Perspectives on Peace, Security and Development,' organised by the American Studies Programme of the Jawaharlal Nehru University.

Six companies, including two American, are in the fray for the Rs.45,000-crore deal that is likely to be finalised the next financial year. Boeing and Lockheed Martin of the U.S have fielded F/A-18 Super Hornet and F-16 Super Viper respectively, Mikoyan of Russia (MiG-35), Dassault Aviation of France (Rafale), Eurofighter Gmbh (Eurofighter Typhoon) and Saab AB of Sweden (Gripen).

Speaking to journalists later, Mr. Roemer said the U.S. remained optimistic about the deal and wanted to build on its strategic ties with India. He acknowledged that there was a “vigorous competition” for the deal.

France has become the first country to recognise the Libyan rebel leadership, the National Libyan Council (NLC), as the country's legitimate government.

It comes as Nato is set to discuss military options in the Libyan conflict including a possible no-fly zone.

There is growing concern about the bombing of rebel-held areas by the forces of Col Muammar Gaddafi.

A BBC team which were detained and beaten up in Libya witnessed widespread mistreatment by the security forces.

In recent days pro-Gaddafi forces have tried to regain ground in the east, and have bombarded rebel forces in the town of Zawiya, 50km (30 miles) west of Tripoli.

Continued shelling

The president of the International Red Cross said on Thursday there was a marked increase in civilian casualties in what he called a "civil war".

The move to recognition announced by the French presidency, a day after Euro-MPs urged the EU to recognise the rebels.

The office of President Nicolas Sarkozy said France regarded the NLC as Libya's "legitimate representative".

Col Gaddafi's forces continued shelling the eastern rebel-held oil town of Ras Lanuf on Thursday, rebels and eyewitnesses said.

The front line has moved between Ras Lanuf and neighbouring Bin Jawad, roughly 550 km (340 miles) east of Tripoli.

There has also been fierce fighting in recent days in Zawiya. On Wednesday, state TV said the army had retaken the town.

Late on Wednesday, three members of a BBC Arabic television team gave graphic accounts of how they were arrested and beaten by government forces outside Zawiya earlier this week.

They were subjected to mock executions and held for 26 hours in bloodstained cells, where they heard people screaming in adjacent rooms.

Feras Killani - a member of the BBC team who is of Palestinian descent - appears to have been singled out for repeated beatings.
