During their talks, Chen, chief of the General Staff of the People's Liberation Army (PLA), said bilateral military relations were in good shape and there had been dramatic progress in recent years.
China stood ready to work with Russia to further advance their military ties, which would help promote the China-Russia strategic cooperative partnership and was conducive to peace and stability in the region and the world, Chen said.

Japan voiced concern in its annual defence report, released this week, over China's growing assertiveness in the South China Sea and Pacific Ocean, and what it called the "opaqueness" of Beijing's military budget.

Chinese foreign ministry spokesman Ma Zhaoxu said his country's drive to modernise its forces was "entirely for safeguarding its national sovereignty" and was "not targeting any other country".

"The Japanese 2011 defence white paper made irresponsible comments on China's national defence construction. China expresses its strong dissatisfaction," he said in a statement published late Wednesday.
"China's development is offering significant opportunities to all countries -- including Japan -- and China has not, and never will be a threat to any other country."

The United States stepped back from the brink of default on Tuesday but congressional approval of a last-ditch deficit-cutting plan failed to dispel fears of a credit downgrade and future tax and spending feuds.


President Barack Obama and lawmakers from across the political divide expressed relief over the hard-won compromise to raise the country's borrowing authority after weeks of rancorous partisan battles.

Nevertheless, U.S. stocks tumbled, turning negative for the year, as investors shifted their attention to the increasingly grim state of the U.S. economy and the potential for a downgrade of America's gold-plated debt rating.

That risk grew when one of the three major ratings agencies said it was affirming the U.S. government's AAA-rated sovereign debt but slapping it with a negative outlook.

The announcement by Moody's Investors Service after U.S. markets closed could lead to a downgrade within 12 to 18 months. That could raise borrowing costs for U.S. companies and consumers as the economy risks slipping back into recession.

The Senate's approval by 74-26 votes of the $2.1 trillion deficit-reduction plan warded off the immediate specter of a catastrophic U.S. debt default. The bill passed the Republican-controlled House of Representatives on Monday.

Obama immediately signed it into law, lifting the $14.3 trillion debt ceiling with just hours to spare before the government was due to run out of money to pay all its bills.

The U.S. Army Rapid Equipping Force, through the Robotics Technology Consortium, selected the Lockheed Martin [NYSE:LMT] Squad Mission Support System (SMSS) to deploy to Afghanistan for a first-of-its-kind military assessment. SMSS will deploy as the winner of the Project Workhorse Unmanned Ground Vehicle (UGV) competition sponsored by the Army.

The largest autonomous vehicle ever to be deployed with infantry, the 11-foot-long SMSS can carry more than half-a-ton of a squad’s equipment on rugged terrain, easing the individual soldier’s burden, which can often exceed 100 pounds.

Oshkosh has now received orders for nearly 26,000 FMTV trucks and trailers, and is delivering vehicles to meet the Army’s delivery schedule.

The FMTV supports Army and National Guard units at home and abroad in combat operations, relief efforts, unit-resupply missions and other functions. The FMTV is a series of 17 models ranging from 2.5-ton to 10-ton payloads. Vehicles have a parts commonality of more than 80 percent, resulting in streamlined maintenance, training, sustainment and overall cost efficiency.

Oshkosh has more than 90 years of experience mobilizing the U.S. military, and the company is the only supplier of the Army’s medium and heavy tactical wheeled vehicle fleets. Oshkosh incorporated its rigorous quality checks and production standards into its work on the FMTV program to ensure delivery of high-quality trucks and trailers.

This is the latest order under the five-year FMTV contract awarded to Oshkosh Defense for the production of trucks and trailers, as well as support services and training, through calendar year 2015. (NSI News Source Info) TORONTO, Canada / LONG BEACH, Calif., July 29, 2011: Boeing [NYSE: BA] on July 28 delivered a third C-17 Globemaster III airlifter to the United Arab Emirates (UAE) Air Force and Air Defence at the C-17 program’s final assembly facility in Long Beach.“We selected the C-17 Globemaster III for the versatility and reliability the aircraft brings to our mission,” said UAE Air Force and Air Defence Officer Commanding Col. Pilot Humaid Al Mansoori. “The first two C-17s delivered to the UAE Air Force and Air Defence have been flying around the world in support of humanitarian missions. The fleet’s newest airlifter is a welcome addition so that we can continue to be ready for any contingency, anywhere and any time.”

The UAE Air Force and Air Defence accepted delivery of its first C-17 in May. Boeing is contracted to deliver a fourth C-17 to the UAE later this year and two more in 2012.

“Boeing employees and our supplier partners are proud of the quality that we build into every C-17 and pleased that the airlifters delivered to the UAE customer are already supporting missions worldwide,” said Boeing C-17 Program Manager Bob Ciesla.

The C-17 can transport large payloads across vast ranges without refueling and operate in extremely hot and cold climates, making it the optimum choice for meeting the UAE’s strategic and tactical airlift requirements. With a full payload of 170,000 pounds, a C-17 can fly 2,400 nautical miles on versatile missions including brigade airdrop and aeromedical evacuation. The C-17 also can land on short runways of 3,000 feet or less and land on austere airfields.

The Intra-Ship Rearmament System (AIRS) provides a safe method of moving AGS pallets between the DDG 1000 flight deck and the AGS magazine pallet hoist. A local watchdog called on Wednesday for an investigation to begin into an unauthorized Apple store found in Southwest China's Chongqing municipality.

Yan Xin, an official from the publicity department of the Chongqing Administration for Industry and Commerce, told China Daily that an unauthorized Apple store had been found in the municipality's Jiangbei district and that the administration has begun to investigate the case.

According to the website apple.com.cn, only four official Apple stores exist on the mainland: the Sanlitun and Xidan Joy City stores in Beijing, and the Pudong and Hong Kong Plaza stores in Shanghai. The situation is far different in the United States. There, 236 Apple stores sell electronics to a population that is roughly a fourth the size of China's.

Some entrepreneurs evidently thought the Chinese market could support a few more Apple outlets and were willing to test out their hypothesis without first obtaining the company's approval.

On a pedestrian street in Chongqing, a 60-square-meter store decorated to resemble an authorized Apple store was filled on Wednesday afternoon with about 30 shoppers, most of whom were young.

A Republican deficit reduction plan headed to a close vote in Congress on Thursday and the White House urged divided lawmakers to clinch a compromise deal to head off the risk of a debt default by the world's largest economy.


President Barack Obama's priority was to "lift the cloud and make sure that the United States does not default," White House spokesman Jay Carney said, five days before an August 2 deadline for raising the government's borrowing limit.


Partisan deadlock between Republicans and Democrats over how best to reduce the U.S. deficit, and over what period, has blocked an agreement so far to allow the raising of the $14.3 trillion debt ceiling.

A failure to raise the debt limit by August 2 could trigger a crippling default that would shake the global financial system and could tip the United States back into recession.

While most analysts hope a default will be avoided by an eleventh-hour deal, the risk remains for a damaging downgrade of the United States' top-notch credit rating, a move that would raise U.S. borrowing costs and rattle global investors.

Hafez Al Mirazi spent weeks preparing for his new primetime talk show on state television. But one week before "Cairo Local Time" was scheduled to start, an army general ordered it put on hold.

Mirazi was told that the format for the show broke rules requiring more than one host, an explanation that the veteran journalist saw as an excuse to keep him off the airwaves of state television.

"It's not about my show... I am very worried because this incident is a common excuse for intimidating the media."

Mirazi, well-known for his talk shows and interview skills on pan-Arab satellite channels Al Jazeera and Al Arabiya, believes the generals ruling Egypt since President Hosni Mubarak's overthrow were annoyed at his outspoken criticism of how they manage the media.

Egypt's January revolution has smashed the fear barrier that once forced journalists to temper their coverage of state affairs and avoid criticism of the head of state. The most outspoken were ostracized, fired and occasionally imprisoned.

(NSI News Source Info) TORONTO, Canada - July 28, 2011: India Navy’s second indigenous stealth frigate, INS Satpura, will be inducted into the service next month in Mumbai, giving India more options to launch surprise attacks on the enemy.

The second Shivalik class frigate will be commissioned on August 20 by Defence Minister A K Antony, said a navy spokesperson. Antony had commissioned the first ship, INS Shivalik, last April.

The third ship in the line, INS Sahayadri, is likely to be inducted into the service in another nine months. Each ship is priced upwards of Rs 2,500 crore.

India currently operates three Russian stealth frigates (Talwar class) and has ordered three more from Russia. The first one is likely to be delivered next week.

The stealth features—reduced radar signature—come from changed geometry of the top, few projections in the upper deck, less heat and magnetic signatures and diminished noise vibration.

BAE Systems Electronics, Intelligence & Support, Electronic Solutions, Nashua, N.H., is being awarded a $36,711,988 modification to a previously awarded firm-fixed-price contract (N00019-10-C-0069) to exercise an option for the full rate production, lot one, of the Integrated Defensive Electronic Countermeasures AN/ALE-55 subsystems for the F/A-18E/F aircraft, including associated technical support for the Navy, Marine Corps, and the government of Australia. This contract combines purchases for the Navy/Marine Corps ($26,854,450; 73 percent), and the government of Australia ($9,857,538; 27 percent) under the Foreign Military Sales Program. In addition, this option provides for recurring and non-recurring engineering efforts in order to fabricate, assemble, test and deliver the component hardware of the AN/ALE-55 subsystem. The AN/ALE-55 subsystem consists of an electronic frequency converter (EFC) and a fiber optic towed device (FOTD) round. This option further provides EFCs and FOTD rounds for the Navy and Marine Corps, and FOTD rounds for the government of Australia. Work will be performed in Nashua, N.H. Malaysia's Defence Ministry is looking into purchasing Typhoon fighter jets, reports the New Straits Times.

The ministry had set up an evaluation team to consider buying the multi-role combat aircraft from the Eurofighter company, although Defence Minister Dr Ahmad Zahid Hamidi has admitted that its development and production cost (it has an estimated price tag of RM600 million or S$243.5 million) is prohibitive.

"The aircraft is the best multi-role aircraft there is. However, the hefty price tag is something of a concern, since the government is also focusing its allocations on other (defence) development programmes," said Dr Ahmad Zahid.

Among the alternatives are Sweden's JAS-39 Gripen and further acquisitions of the Russian Su-30 MKM, he said.
